Groups need more data
An “outdated” pre-feasibility study had prevented a Manila based consortium and its foreign partners from crafting an “intelligent” proposal on the Capitol's transaxial development project.
Aristotle Batuhan, lawyer for Stradcom Corp., said engineers from their Indian conglomerate who earlier visited Cebu to locate the project's proposed road networks, wanted additional data.
“You cannot come up with an intelligent proposal with the data that we have,” he told CEBU DAILY NEWS.
Batuhan said the Capitol also needs to specify whether the project would be done on a Build Operate Transfer (BOT) or Joint Venture (JV) scheme.
“As far as we know the policy of the province is not to put out any amount (on the project implementation). They would only spend on the road right of way,” he said.
Capitol consultant Rory John Sepulveda said inadequate data was a common concern for groups who expressed interest and already secured a copy of the pre-feasibility study on the transaxial development project.
“Ug madala pa nato we will provide them (with the data they need), but at least the interest (to implement the project) is there,” he said.
Sepulveda said three groups – two Manila based companies and their foreign partners and a Malaysian based company – had expressed interest on the P50 billion project.
The provincial government spent P10 million for the pre-feasibility on the proposed transaxial development project.
The project included a road network that would connect Daanbantayan town in the northern tip of Cebu with Santander town in the southern tip.
A copy of the study done under the supervision of Vice Gov. Greg Sanchez was already submitted to the Economic Enterprise Council (EEC) where it remained pending since March 2008.
Sepulveda said since the P10 million study was only a pre-feasibility study, it was expected that it lacked some data.
