This Scorecard or Rating Sheet for the 2007 elections was developed using as basis the results of a 2004 research project of the Personnel Management Association of the Philippines (PMAP) on the Roles of a Good President which was used by some sectors in the 2004 presidential elections. In addition to the said PMAP research which included interviews with key personalities who had ringside views of the Presidency (such as former Presidents, Chief Justice, Senate President, Cabinet secretaries, members of the church, academe and media, among others), consultations with key individuals were conducted this year to develop an updated version.

Given the experience in the last three years, an additional role (ethical leader) was added to the five roles identified in 2004. Likewise, the qualities or attributes of a good leader is included in the scorecard. The original 2004 rating sheet had only one "character"-related criterion. The recent past has shown the overwhelming value of "character" in determining the success of leaders. Recognizing this, the criteria of "convictions" and "hard work ethic" were added in the 2007 version.

Also, there are certain realities and practices in Philippine elections that were identified and included. Finally, just to ensure that the supporters or detractors of the two attempts at constitutional change (People’s Initiative and Constituent Assembly) and other key issues like poverty, corruption, education and environment, among others, are given their space, an all-encompassing "all others" was added.

This proposed scorecard or rating sheet is an attempt to help Filipinos of all walks of life exercise their right of suffrage in a more structured manner and help them with a tool to use when they decide who to vote for in this year’s elections – whether for senator, congressman, governor, mayor or any other position at stake.
