Include Ayala, BFP execs in Glorietta blast raps
MANILA, Philippines -- The Department of Interior and Local Government's (DILG) Inter-Agency Task Forced asked the Department of Justice (DoJ) to include officers of Ayala Property Management Incorporated (APMI) and the Makati fire bureau among those charged for last year’s deadly explosion at the Glorietta 2 mall.
In its 27-page petition for partial review, the DILG task force insisted that Ayala Property officials engineer Marcelo Botones, building administrator Jowel Velvez, and building manager Arnel Gonzalez should also be held liable for the blast because they have direct responsibility for the maintenance of the building.
"The three of them deny being recklessly imprudent or negligent in the maintenance of the Glorietta 2 building, particularly its electrical-maintenance equipment and facilities, found in the basement thereof, where the sewage pits and diesel tanks are located," the DILG said.
But contrary to the Ayala officials’ claims of due diligence, the DILG said their counter-affidavit was an admission that there was no operational pump in the part of the basement where the explosion happened.
The DILG added the DoJ should also hold liable Makati City Fire Station safety inspectors Senior Fire Officer 4 Anthony Grey and Senior Fire Officer 2 Leonilo Balais; and fire prevention officer Senior Inspector Reynaldo Enoc.
It said the three fire officers failed to inspect the basement of the Glorietta2 building and, thus, failed to detect wire jumpers, the improper and inadequate ventilation of the fuel tank, and the storage of excessive volumes of combustible liquids.
The report was recommended for approval by Enoc despite its flaws, which was "highly irregular and invalid," the DILG alleged.
The DILG also said the DoJ should include as complainants the families of the 11 fatalities and the 108 injured, even if they had filed affidavits of desistance.
