Sandigan looking for Estrada assets to seize

MANILA, Philippines -- The Sandiganbayan anti-graft court has begun looking at personal and real properties of former president Joseph Estrada that it can seize if declared ill-gotten funds in two accounts are not found, court sheriff Ed Urieta said Monday.

Urieta said they are sure to recover P200 million deposited with Equitable-PCI (EPCI) Bank, which has since merged with Banco de Oro (BDO).

This money is part of the P545 million that the Sandiganbayan ordered seized from Estrada when it convicted him of plunder in September. Last month, Estrada was pardoned by President Gloria Macapagal-Arroyo and released from detention.

Part of this, including the P200 million deposited in the BDO, are the kickbacks from the illegal numbers game “jueteng” that were collected and deposited by former Ilocos Sur governor Luis “Chavit” Singson in the account of the Erap (Estrada’s nickname) Muslim Youth Foundation.

“We are already coordinating with the bank. The papers are already being processed. There is a slight delay because of the merger of Banco de Oro and EPCI Bank but we will surely get it [P200 million],” Urieta said.

There is also P189 million that is part of the account Estrada opened in the name of Jose Velarde. Of this, Urieta said they have only recovered P2,000.

“If, despite the our diligent efforts, we [are] not able to recover it, then we have to look at the personal and real properties of Mr. Estrada to compensate the missing amount,” he said.

“We will not stop looking for the missing accounts as well as looking for his personal and real properties in case we can no longer recover the rest of what the court has ordered us to forfeit,” Urieta added.

On Monday, Urieta said they will move for the publication of the announcement for the public auction of the so-called Boracay mansion in Quezon City.

He said they have already coordinated with the Quezon City government, which is also claiming ownership of the property.

On Friday, the Sandiganbayan will hear the motion to quash filed by Estrada seeking to stop Urieta’s office from including his personal property in the confiscation order of the anti-graft court.
