State of national emergency

PRESIDENT MARCOS today appeared on government television to deny that he had fled the country and had been toppled by Defense Minister Juan Ponce Enrile and Lieutenant General Fidel Ramos.

The embattled Marcos Monday declared a state of emergency in the Philippines and authorized the military to seize all television and radio stations public utilities.

He admitted that some members of the military had defected but maintained that he remained in control and vowed to use all military forces necessary to crush rebels, who are holed up in suburban Camp Crame.

“There is no way I can step down,” he said.

“I am taking the oath tomorrow and I intent to stay as President,” he added.

Marcos appeared with his wife Imelda, daughter Irene and his grandchildren at about 9:10 a.m.

Enrile called on all civil servants on radio to support the new regime and said “stealing” government funds was a thing of the past.

Radio Veritas played the Philippine National anthem after the announcements.

Behind Camp Aguinaldo, witnesses said some 400 Marines and air force riot troops sat idly on the street as some 200 people cheered, jumped and danced in the streets when they heard the rebels victory claim over radio Veritas.

MOCT officers and soldiers tried to ignore the people but a few smiled.
