  • From the onset of the pandemic in the Philippines in March 2020, Kiko Pangilinan has:
  • Pushed for the direct purchase from local farmers and fisherfolk of P41 billion worth of food programs in various national agencies (DSWD, DILG, DOH, and DepEd) in the 2021 national budget.
  • Triggered the lowering of test-kit cost by 26 percent when he questioned the non-use of Filipino-made quality test kits.
  • Made available P24 billion worth of interest-free loans to farmers and fisherfolk in Bayanihan
  • Created temporary livelihoods to drivers of public utility vehicles through service contracting programs worth P5.58 billion in Bayanihan 2.
  • Affected the direct purchase by 444 LGUs of over P2.8 billion worth of produce from 532 individual farmers and fisherfolk and 265 farmers cooperatives and organizations during the lockdowns.
  • Instigated easy certification of farmers and fisherfolk by barangay captains for government procurement in Bayanihan 1.
  • Insisted on and incorporated safeguards and transparency in the procurement process in Bayanihan 2, which helped expose the P15-billion scam in PhilHealth and the overpriced and substandard purchases of medical supplies from Pharmally.
  • Pushed for the declaration of a national emergency due to the African swine fever epidemic to allow 68,382 local hog-raisers to avail of P20 billion worth of calamity funds for hog repopulation and other industry recovery efforts. In his private capacity during the pandemic, Kiko Pangilinan has:
  • Distributed relief goods containing rice and food packs to 23,000 families affected by the lockdown. 
  • Donated 35,000 facemasks to people in Calabarzon 
  • Donated 2,610 kilos of vegetables to different parts of the country to ensure that every Filipino is healthy and safe from diseases. 
  • Donated 883 tablets (as of August 2021) to students coping up with distance learning. 
  • Helped 102 locally stranded individuals return to the provinces, including arranging the transport for 65 to some to as far as Leyte and Samar. Also gave financial assistance to 17 of them. As senator from 2016 to 2022, Kiko Pangilinan’s proposed measures that have become laws are:
  • Sagip Saka Act (Republic Act 11321) which focuses on increasing the income of farmers and fisherfolk by allowing, among others, direct purchases from local government units, government agencies and the private sector.
  • Coconut Farmers and Industry Trust Fund Act (Republic Act 11524) which gives 3.5 million coconut farmers access to the P100 billion coco trust fund.
  • 105-day Expanded Maternity Leave Law (Republic Act 11210) which expands the paid maternity leave to 105 days for mothers and 120 days for solo parents.
  • Free Internet Access in Public Places Law (Republic Act 10929) which gives free internet access in various public places in the country, such as public schools, public transport terminals, public hospitals and libraries, among others. 
  • Universal Access To Quality Tertiary Education Act (Republic Act 10931) which grants free tuition and miscellaneous fees to students in state universities, local universities and colleges and TESDA-run technical-vocational institutions. Since his election to his first term as senator in 2001, has authored and shepherded the passing of crucial laws that have improved the lives of our kababayans. As Presidential Assistant for Food Security and Agricultural Modernization from 2014 to 2015, Kiko Pangilinan has:
  • Stabilized rice prices that eventually resulted in…
  • Lowered rice inflation rate from 14.4% to 0.10% in July 2015.
  • Saved P6 billion in public funds due to a transparent, accountable, and competitive rice importation process.
  • Stopped cocolisap (coconut scale insect) infestation affecting about 2.7 million coconut trees in what the Food and Agriculture Organization (FAO) described as “praiseworthy” quarantine measures and “commendable” participatory approach that rallied local governments, the scientific community, farmers, and other partners to solve the problem together.
  • Rehabilitated and recovered Yolanda-stricken coconut plantations in Region VIII.
  • Initiated the approval by the National Economic and Development Authority of P30 billion worth of big-ticket irrigation projects, and started over 400 irrigation projects. The ongoing construction of the Balog-Balog dam in northern Luzon is expected to benefit at least 23,000 farmers.
  • Doubled the budget and staff complement of the Fertilizer and Pesticide Authority to meet the increasing regulatory demands of the industry. As chairman of the Senate Committees on Agriculture and Food, and Social Justice and Rural Development from 2010 to 2013, Kiko Pangilinan has:
  • Pushed vigorously for the increase in the agriculture budget by 52% in 2012 after initiating the convening of the summit AF2025 (Agriculture and Fisheries 2025).
  • Bridged the market, training, and credit gaps in the food supply chain for 24 farmer- beneficiaries in 2011 in what was the pilot Sagip Saka. As chairman of the Senate Committees on Housing and Education from 2001 to 2004, Kiko Pangilinan has:
  • Helped cause the increase of GK sites outside Metro Manila from 20 to close to 1,000 between 2001 to 2007 by allocating one of the largest amounts of government funding to Gawad Kalinga (GK).
  • Built with the Filipino Chinese Chamber of Commerce 200 school buildings/classrooms across 45 provinces in 12 regions at nearly half the cost compared to government-built school buildings. In speeding up the wheels of justice and declogging court dockets, as Senate representative to the Judicial and Bar Council from 2001 to 2008, Kiko Pangilinan has:
  • Doubled the pay and benefits of the members of the judiciary through the Judiciary Modernization and Compensation Act or Republic Act 9227, resulting in…
  • Halving vacancies for judges from 32% to 16%.
  • Increased the allowances of prosecutors and staff of the Department of Justice in the Prosecution Service Act or Republic Act 10071.
  • Increased by P3 billion the budget of the judiciary and Philippine justice system after proposing the creation of the Judicial Executive, Legislative, Advisory and Consultative Council (JELACC) to systematically address the judiciary’s budgetary, infrastructure, and personnel challenges.
  • Pushed for what is now a more transparent selection process for nominees in the Supreme Court and lower courts through open public hearings of interviews of nominees to positions in the Judiciary.
  • Segregated young offenders from hardened criminals.
