Over 37,000 automated counting machines pass hardware acceptance test
MANILA, Philippines — The Commission on Elections (Comelec) on Thursday said over 37,000 automated counting machines (ACMs) passed the hardware acceptance test for the 2025 elections.
In a Viber message to the media, Comelec Spokesperson Atty. John Rex Laudiangco said that “[a]t the Biñan warehouse, right now, there are already: Passed the Hardware Acceptance Test (HAT): 37,329.”
Laudiangco added that those subject to undergo the HAT are 41,127 ACMs. The spokesperson also shared that 78,456 out of 110,620 ACMs are at the warehouse in Biñan, Laguna.
Comelec started the hardware acceptance testing for the ACMs in September. Comelec Chairperson George Garcia previously said the machines are undergoing tests to check if the hardware components are working properly.

Article continues after this advertisementThe poll body said that the manufacturing of the ACMs and their peripherals was already completed on Wednesday, “two months ahead of the deadline.”
Article continues after this advertisement“By November or a month ahead of the December Full Delivery schedule, we expect all 110,620 [ACMs] to be fully delivered to COMELEC at the Biñan Warehouse,” Laudiangco said.

Laudiangco also noted that approximately 10,000 ACMs are now in transit from the Busan Port to the Philippine cargo ships.
Garcia said on Wednesday that once the manufacturing of the remaining ACMs in South Korea is completed, they will immediately be shipped to the Philippines.

The poll body chief also said that Laudiangco and other officials from the Education Information Department went to South Korea to document the manufacturing of the remaining ACMs.
