Comelec to adopt new rule to make 15% shade on ballot valid

MANILA, Philippines — The replacement of Legazpi, Albay mayor Geraldine Rosal, whom the Supreme Court disqualified over an election offense, was proclaimed by the Commission on Elections (Comelec) on Monday.

The Comelec officially declared Alfredo Garbin, who got the second-highest number of votes in the 2022 elections, as the new mayor of the provincial capital.

Garbin’s proclamation was held at the Comelec Headquarters in Palacio del Gobernador in Intramuros, Manila.

In 2022, Comelec disqualified Rosal for violating the provision of the Omnibus Election Code by disbursing and releasing government funds during the prohibited period before the 2022 elections.

The high court then affirmed this ruling.
