Comelec 1st division cancels Teodoro’s candidacy for House seat

MANILA, Philippines — The Commission on Elections (Comelec) on Wednesday canceled Marikina Mayor Marcelino Teodoro’s bid for a seat in the House of Representatives.
Comelec 1st Division head commissioner Socorro Inting granted the petition to cancel Teodoro’s certificate of candidacy.

“The instant Petition to Cancel and/or Deny Due Course the certificate of candidacy are GRANTED and the Certificate of Candidacy of Respondent MARCELINO ‘MARCY’ TEODORO for Member, House of Representatives, in the 1st District, Marikina City for the 2025 NLE, is hereby CANCELLED,” the 25-page decision stated.
The poll body disqualified Teodoro over material misrepresentation regarding his address.

Teodoro declared in his certificate of candidacy (COC) that he has been a resident of 2nd district of Marikina City for one year and one month, which is a requirement under the Omnibus Election Code.
But a petitioner, a certain Leighrich James Estanislao, claimed that Teodoro only transferred a few weeks before he filed his COC.
Estanislao claimed that Teodoro transferred his address from Barangay San Roque in 1st District to Barangay Tumana in 2nd District on February 28, 2024.
However, “apparently realizing that the odds are stacked against him” Teodoro transferred back to Barangay San Roque in Sept. 2024, the petitioner alleged.
“This flip-flopping transfer of registration of Respondent shows that he intends to exploit not only the law and the rule but the 1987 Constitution,” the decision said.
“He flagrantly changed his residence in an attempt to qualify for a position that he is not qualified under the 1987 Constitution,” it added.
Teodoro could file a motion for reconsideration against the Comelec division’s decision before the poll body en banc and even until the Supreme Court.
