MANILA, Philippines — Every registered Filipino voter will receive a voter information sheet (VIS) as a guide for the 2025 elections, according to Commission on Elections (Comelec) Chairman George Erwin on Friday.
“We will commit that the Comelec will be able to distribute the 68,421,000 voter information sheet nationwide,” Garcia said on the sidelines of the regular briefing on updates for the 2025 elections.

Garcia said that the VIS is a four-page translated guide containing the voter’s name, the number and location of their polling precincts, instructions on how to vote, and other reminders. He added that the sheet contains the names of the national and local candidates.
He noted that the VIS can be used as a “kodigo” (cheat sheet) so voters can have a swift voting process. He reiterated that it is better if the voters already have a readily available list containing the names of the candidates they will vote for.

He also directed the local Comelec officers that no barangay officials or local government officers shall distribute the VIS to the voters.
“We know the barangays are of great help, but we will hire emergency workers to distribute the VIS even in far-flung areas,” Garcia added in Filipino.
He mentioned that this will not be the first time that the Comelec will distribute a VIS. However, he said that it might not be given emphasis before.
