Manileños push return of Isko Moreno proactive public healthcare system

MANILA, Philippines — As the 2025 local elections approach, residents and local leaders are calling for the revival of former Mayor Francisco “Isko Moreno” Domagoso’s public healthcare programs, which were widely credited for their efficiency and responsiveness during his tenure.
Domagoso’s administration earned praise for its decisive handling of the COVID-19 pandemic, particularly its ability to build essential healthcare facilities in record time. Supporters argue that his proactive governance significantly improved Manila’s healthcare system, making it one of the most responsive in the country.
“COVID-19 Field Hospital, natapos in 52 days!” exclaimed Manila Third District incumbent Councilor Tol Zarcal, recalling Domagoso’s swift action at the height of the pandemic.
Zarcal recounted that when the Manila City Council approved the construction of the Manila COVID-19 Field Hospital, Domagoso set a 60-day completion target—only to exceed expectations by finishing it in just 52 days.
“When we passed the COVID Field Hospital project in the council, Yorme promised it would be done in 60 days. But he didn’t just meet the goal—he finished it even earlier, in just 52 days,” Zarcal said.
Manila Third District councilor candidate Mocha Uson also lauded the former mayor’s pandemic response, citing Department of Health (DOH) records that ranked Manila as the best-performing local government unit in COVID-19 management.
“During the height of COVID-19, Manila topped all LGUs in the country in terms of pandemic response. That’s based on DOH records. Yorme’s ‘Bilis-Kilos’ approach ensured quick assistance when we needed it most,” Uson said.
Many Manileños believe that Domagoso’s leadership played a crucial role in strengthening the city’s healthcare system, ensuring that hospitals, medical facilities, and frontline workers were well-equipped to handle crises.
Now running for another term as mayor, Domagoso remains a strong contender, with supporters highlighting his track record of decisive governance and commitment to public welfare. With mounting calls for the return of his healthcare initiatives, many are hopeful that Manila will once again see an era of efficient, accessible, and responsive medical services.
