GCash sets transaction limits to curb vote buying in 2025 polls

MANILA, Philippines — E-wallet GCash is limiting its “Send Money” transactions for the 2025 elections to ensure clean and honest 2025 elections.
According to GCash, this aligns with the Commission on Elections (Comelec) Resolution No. 11104, which cracks down on vote-buying, vote-selling, and abuse of state resources.
“GCash will monitor transactions to ensure that these will not be used in illegal election activities. You can transact the day after if the daily limit is reached,” GCash said in Fiilipino in a featured article on its website.
It added that business users are also covered by the temporary restrictions to guarantee transparency in all financial activities during the conduct of elections.
“In stopping financial influence in voting, we can ensure that the genuine voice of the people will prevail in the election,” it said.
The limit will be applicable until election day, May 12, 2025, while normal transactions will resume on May 13, 2025.
Further, the “Express Send” and “Send via QR” features will not be accessible in the “Send Money” services once the daily transaction limit is reached.
Meanwhile, Comelec Chairman George Erwin Garcia said that the initiative proved that the e-wallet’s platform would not be used to promote vote-buying of any politicians or candidates.
“This limitation that they enforced on its platform is proof that the fight against vote-buying is not just a fight of the Comelec but of everyone,” Garcia told reporters in Filipino on Wednesday.
Under the Comelec Resolution No. 11104, the poll body expanded the powers and functions of Committee on Kontra Bigay, which is tasked to assist law enforcement authorities to identify acts of vote-buying, vote-selling, and abuse of state resources and to gather evidence “that may aid in the arrest of suspected individuals who would commit these election offenses.”
