Establishment of Comelec Academy eyed
MANILA, Philippines — The Commission on Elections (Comelec) is eyeing to establish its own academy to further enrich the personal development of its employees.
Comelec Chairman George Erwin Garcia on Thursday said human development can be achieved by continuous training to learn and apply the standard ethical practices of government employees and officials.
“Di ba dapat updated ang bawat isa sa pamahalaan upang ano man ang katungkulan sa opisina ng pamahalaan, handa ka, prepared ka. Kaya gusto namin, kahit yung mga nasa main office, nasa field, laging may patuloy na pagtetrain, at dahil dyan, kinakailangan ang Comelec Academy,” Garcia told reporters in an interview.
(Everyone in the government must be updated on their roles, they need to be ready and prepared. We want continuous training for people in the main and field offices, and therefore we need the Comelec Academy.)
Garcia said that courses on proper liquidation, accounting rules, procurement laws, and following anti-graft and corrupt practices must be learned.
“Graft and corruption, bureaucratic red tape, inefficiency can be fought if the people are properly trained,” Garcia added.
He said that the Comelec can also offer short courses for people working outside Comelec who want to learn about its guidelines and regulations.

Meanwhile, Garcia shared that while this plan has been discussed within the poll body before, they will need to assess the feasibility of the plan first.
He said that the establishment of the academy will depend on its Commissioner-in-charge, Commissioner Ernesto Ferdinand Maceda Jr.
“Matagal na nilang pinaplano ito. Syempre ang problema dyan, infrastructure, kakailanganin ng classrooms, kagamitan para maitayo,” he said.
