MANILA, Philippines — In a firm push to address the growing mental health concerns in schools, Las Piñas City Rep. Camille Villar on Wednesday called on the government to institutionalize targeted interventions that would safeguard students’ mental well-being and prevent school bullying.

“Mahalagang siguruhin natin ang mental wellness ng ating mga mag-aaral,” Villar said, emphasizing the need for students to be in a sound state of mind, particularly with the increasing influence of peer pressure and discrimination that often lead to bullying in educational institutions.

To combat the uptick in school bullying incidents, Villar proposed the hiring of more guidance counselors in learning institutions who can conduct regular counseling and monitor students’ mental health.

She also stressed the importance of expanding access to mental health services not just within schools but also in local communities, in light of the worsening mental health crisis in the education sector.

In 2023, Villar filed House Resolution No. 900 urging the House Committees on Health and Basic Education to investigate the state of mental health in schools and in the general population, with the aim of increasing awareness and crafting effective interventions.

Improving education, particularly by ensuring a safe and supportive environment for learners, remains a core component of Villar’s platform as she campaigns for a Senate seat in the upcoming May 12 elections.

“Naniniwala po ako na education is a great fiscalizer,” Villar said, adding that the government must guarantee the well-being of students as a foundation for a brighter future.

In line with this advocacy, Villar has also authored House Bill No. 10933, or the proposed Teacher’s Mental Health and Wellness Act, which seeks to provide holistic mental, emotional, and psychological support to educators across the country.

She also filed House Bill No. 10934, which aims to include mental health disorders in the benefit packages offered by the Philippine Health Insurance Corporation (PhilHealth).

“Kailangan po natin ng whole-of-government at more pro-active na mga solusyon sa problema ng mental health,” Villar stressed.

“We need to look at the problem with a new and modern perspective so we can come up with proper solutions to address the mental health crisis in our country.”

Villar’s proposals underscore a comprehensive approach to mental wellness, not just for students but also for educators, as part of a broader education reform agenda.
