ACT-CIS, Tingog frontrunners in OCTA survey on party-list bets

MANILA, Philippines — At least four party-list groups may get three seats in the 20th Congress if elections were held last March 2025, with ACT-CIS and Tingog leading the way, an OCTA Research survey released on Monday showed.
Reports from OCTA Research said that aside from ACT-CIS and Tingog, 4Ps party-list and Ako-Bicol party-list would also get three seats.
Currently, ACT-CIS also holds three seats in the House of Representatives — Reps. Erwin Tulfo, Jocelyn Tulfo, and Edvic Yap. Tingog, meanwhile, has two seats, occupied by Reps. Yedda Marie Romualdez and Jude Acidre.
ACT-CIS got 8.70 percent of votes in the survey, followed by Tingog (5.77 percent), 4Ps (5.40 percent), and Ako Bicol (4.20 percent).
After the four, the following party-list groups are expected to have two seats, if the polls were held from March 18 to 24:
- GP (Galing sa Puso), 3.14 percent
- Duterte Youth, 2.87 percent
- Tupad, 2.36 percent
- Malasakit@Bayanihan, 2.33 percent
- Ang Probinsyano, 2.12 percent
- FPJ Panday Bayanihan, 2.03 percent.

Of the 11 groups with at least two seats, two are not in the 19th Congress — Tupad and FPJ Panday Bayanihan.

Meanwhile, the following groups are expected to have at least one seat, according to the survey:
- Agri, 1.94 percent
- Kalinga, 1.93 percent
- Uswag Ilonggo, 1.91 percent
- Agap, 1.89 percent
- Anakalusugan, 1.77 percent
- PPP, 1.76 percent
- ABP, 1.44 percent
- Pinoy Workers, 1.29 percent
- Agimat, 1.23 percent
- Angkasangga, 1.09 percent
- Akbayan, 1.07 percent
- One Coop, 1.02 percent
- Pamilya Ko, 0.98 percent
- Cibac, 0.97 percent
- Abante Bisdak, 0.97 percent
- 1-Rider, 0.91 percent
- Kusug Tausug, 0.91 percent
- TGP, 0.90 percent
- SBP, 0.76 percent
- United Senior Citizens, 0.76 percent
- SSS-GSIS Pensyondo, 0.75 percent
- Philreca, 0.75 percent
- Trabaho, 0.73 percent
- Batang Quiapo, 0.71 percent
According to OCTA Research, survey results were obtained through face-to-face interviews of 1,200 male and female respondents.
“The survey fieldwork was conducted from March 18 to 24, 2025, using face-to-face interviews. One thousand two hundred (1,200) male and female probability respondents aged 18 and above were interviewed for the study,” OCTA Research said.
“This survey has a ±3% margin of error at a 95% confidence level. Subnational estimates for the geographic areas covered in the survey have the following margins of error at a 95% confidence level: ±6% for Metro Manila, Balance Luzon, Visayas, and Mindanao,” it added.
