Marcy Teodoro’s proclamation, 18 others suspended by Comelec

MANILA, Philippines — The proclamation of Marikina Mayor Marcelino “Marcy” Teodoro as the city’s first district representative has been suspended by the Commission on Elections (Comelec), pending disqualification cases against him.
Comelec on Tuesday noon released copies of their orders to suspend proclamation for 19 candidates — including Teodoro, who according to partial and unofficial tallies from Comelec’s transparency servers, is currently ahead of Senate Minority Leader Koko Pimentel by over 45,000 votes.
“Pending the Resolution of the Commission (En Banc) on the Consolidated Motion for Reconsideration, the Commission (En Banc) hereby orders the suspension of Respondent’s proclamation, should he receive the plurality of votes during the May 12, 2025 National and Local Elections,” the suspension order said.
“Said suspension is, however, without prejudice to the transmission of votes received for the 1st District of the City of Marikina, and the printing of the corresponding Certificate of Canvass (COC).
In view of the foregoing, the Commission (En Banc) hereby orders the suspension of proclamation of respondent Marcelino ‘Marcy’ Teodoro as Member, House of Representatives, 1st District of the City of Marikina,” Comelec added.

According to the Comelec, the suspension of Teodoro’s proclamation and the 18 other candidates in the 2025 midterm elections “shall be effective until further orders” from them.
“The Election Officer of the 1s District of the City of Marikina is hereby directed to immediately personally serve the instant Order to the respondent and the City Board of Canvassers concerned,” Comelec added.
Others on the list
Two suspension orders for Teodoro’s proclamation were released by the Comelec: one for the complaint filed by Pimentel, and another from a certain Leighrich James Estanislao.
Aside from Teodoro, the 18 others who faced suspension of proclamation, should they win, are the following:

Comelec Chairperson George Garcia had already announced in a Monday press briefing that the proclamation of 19 candidates in the local elections, should they win, will be suspended.
Garcia said they expect more orders of proclamation suspension to be issued, due to the candidates being involved in alleged poll violations and other issues, and for Comelec to resolve these issues first.
The Comelec head however asked that the names be withheld as elections are still ongoing for some areas. /MR
