MANILA, Philippines — The National Board of Canvassers has proclaimed the Bagong Henerasyon (BH) party-list as one of the winners in the 2025 midterm elections after the Commission on Elections (Comelec) en banc junked the petition seeking to disqualify the group.

A certificate of proclamation was shared to the media on Friday which states that BH party-list obtained the required percentage of votes under the party-list system of representation to entitle its qualified nominee — Roberto Gerard Nazal Jr. — to sit as a member of the House of Representatives.

Nazal will serve a term of three years, ending on June 30, 2028 in accordance with Section 7, Article 7 of the Philippine Constitution.

The certificate, dated June 5, was signed by Comelec Chairperson George Erwin Garcia as well as Commissioners Aimee Ferolino, Rey Bulay, Ernesto Maceda Jr., Nelson Celis, Maria Norina Tangaro-Casingal, and Noli Pipo. 

In a resolution released on May 30, the Comelec en banc denied the motion for reconsideration seeking to disqualify the BH party-list and its nominee in the 2025 midterm elections. 

The document bared that the motion was denied due to lack of merit, specifically stating that the petitioner failed to comply with the mandatory service requirements under the applicable rules.

“The failure to submit CONCAN (Certificate of Nomination-Certificate of Acceptance of Nomination), or any equivalent documentary proof, undermines the integrity of the service and renders it procedurally defective. Without such evidence, there is no reasonable assurance that respondents were afforded proper and timely notice of the petition,” the document read.

“This omission raises serious concerns regarding the petitioner’s compliance with the clear and mandatory requirements of Comelec. It is not a mere technical lapse, but a procedural failure that directly affects the validity of the proceedings,” it further detailed. 

The Comelec en banc said a thorough reconsideration of the arguments and the records likewise showed that the motion failed to establish either of the recognized grounds for reconsideration. 

“The assailed order was neither without sufficient basis found in the records, nor contrary to law. The allegations in the motion merely reiterate points already considered and passed upon in the assailed order, without presenting any new, compelling evidence that would alter the factual or legal conclusions previously reached,” the poll body stated.
