Marcy Teodoro proclaimed as Marikina City 1st District representative

MANILA, Philippines — Marcelino “Marcy” Teodoro has been officially proclaimed as the Marikina City 1st District representative after a certificate of finality and entry of judgment were issued for his proclamation.

The City Board of Canvassers (CBOC) of Marikina City officiated the proclamation on Tuesday, 4:30 p.m. at the Marikina Public Market Function Hall.

The CBOC, in its notice to the candidates, said that this is pursuant to the Comelec en banc resolution dated June 25, 2025 and the certificate of finality and entry of judgment issued by the en banc on July 1, 2025.

The Comelec en banc lifted the suspension of Teodoro’s proclamation and reversed the cancellation of his certificate of candidacy (COC).

It said that it received no restraining order from the Supreme Court within five days of both parties receiving the resolution, allowing the decision to become final and executory.

Teodoro on Tuesday morning said that he waited for three hours in the local Comelec office in Marikina to be proclaimed, but to no avail.

He said that the local Comelec told him that a Comelec resolution to convene for his proclamation was necessary.

Teodoro then sought clarification from the Comelec main office, which said that it can’t issue another en banc resolution as the current one is already final and executory.

In an interview with reporters, Comelec Chairman George Erwin Garcia said that the CBOC of Marikina City is responsible for implementing the order of proclamation, not Comelec itself.

He explained that the CBOC is an independent body composed of the local election officer, city prosecutor, and division superintendent. 

Garcia also said that the CBOC could not proclaim immediately because it needs to issue a notice to convene first to determine what it will do with the proclamation order. 

“The CBOC might be exercising its due process by issuing a notice to both parties that they will convene to implement the order of the Comelec en banc,” Garcia said in Filipino in an interview with reporters.

Garcia then shared with the media a copy of the notice of the meeting, signed by the election officer, requesting the CBOC convene on July 1, 2025, at 1:30 p.m. to discuss the certificate of finality and entry of judgment in relation to the Comelec en banc resolution.

Teodoro won the congressional race against outgoing Senator Aquilino “Koko” Pimentel III, garnering 75,062 votes to Pimentel’s 29,091.

Teodoro’s proclamation, however, was suspended due to pending cases before the poll body. 

Pimentel and a certain Leighrich Estanislao, in their consolidated petitions seeking to cancel Teodoro’s COC, claimed that the outgoing Marikina City mayor was not a resident of Barangay San Roque in the 1st District of Marikina as he just transferred from Barangay Tumana in the 2nd District before the start of the filing of COC.

The Comelec en banc, however, said that it found that the petitioners failed to prove that Teodoro committed material misrepresentation in his COC. /gsg
