MANILA, Philippines — The Commission on Elections (Comelec) will resume the voters’ registration from August 1 to August 10, in time for the Barangay and Sangguniang Kabataan Elections (BSKE).
Comelec Chairman George Erwin Garcia said on Wednesday that this was approved by the Comelec en banc on the same day.
“The registration is from August 1 to August 10, that’s 10 days, and will be conducted nationwide,” Garcia told reporters in an interview.
However, Garcia said that the transfer of voter registration will not be applicable.

The voters’ registration, originally set from July 1-11, was postponed to the last week of October until July 2026. Garcia earlier explained that the poll body will need a longer period of registration if the BSKE is reset.
Garcia said that the postponement was due to their assumption that the elections would not push through on December 1, as Congress had ratified a bill that sets four-year terms for elected barangay officials, replacing the current three-year terms.
“Unfortunately, we are still waiting if there will be a law [in postponing the elections] and it will be difficult if [the elections] push through on December 1, or if we get a restraining order to conduct it on December 1 because we won’t have voters for the [Sangguniang Kabataan],” Garcia explained.

Garcia also clarified that those who will register in the upcoming voter registration in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will not be able to vote for the first BARMM Parliamentary Elections on October 13, 2025.
The Comelec chief then shared that the poll body will launch a “Register Anywhere Program” in the National Capital Region from August 1-7. He said that the program can be launched in areas near call center hubs, bus transport terminals, and other crowded places, even in airports.
“This is just for seven days because the Comelec main office needs the remaining three days to provide the registrations from the register anywhere, anytime to their respective local Comelec,” he said.
Garcia earlier announced that the poll body will no longer accept barangay certificates as a requirement to prove residence for voter registration. He cited cases of mass issuance of barangay certificates that could enable irregular transfer of voter registration./coa
