LIVE UPDATES: Southwest monsoon weather continues after Crising leaves

The AFP announced on Tuesday the activation of Edca sites as forward operating hubs amid the impact of Typhoon Crising and southwest monsoon or habagat.

Three people, two of them children, drowned in Cavite and Rizal provinces on Monday, July 21, due to heavy rains, police said.

Heavy rains brought by the southwest monsoon, or habagat, have prompted several local government units to suspend classes on Wednesday, July 23.

A total of P360 million worth of aid for victims of recent floods has been earmarked and will be released by the DSWD.

The La Mesa Dam is still overflowing from incessant rains brought by the southwest monsoon, the weather bureau said on Tuesday.

As heavy rains continue to affect much of the country, even animals are vulnerable to the cold and in need of protection.

Incessant rains brought by the habagat have forced more than 3,000 families to seek temporary shelter in various evacuation centers across Pasig City.

The DOTr, PCG, and PPA deployed buses and trucks in parts of Metro Manila on Tuesday to assist passengers who still needed to travel amid rains and flooding.

Serious flooding in flood-prone areas remains possible in Metro Manila and two provinces in Luzon, which remain under a red rainfall warning, Pagasa said Tuesday.

Rain showers are expected to continue drenching most parts of the country on Tuesday due to the habagat and an LPA, according to Pagasa.

One of the two LPAs being monitored has a high chance of developing into a tropical depression by Wednesday, July 23, Pagasa said on Tuesday.

Education Secretary Sonny Angara urged the public not to pressure local government units (LGUs) into suspending classes when it rains.

Announcements about the suspension of classes in times of disaster or inclement weather will come from DILG Sec. Jonvic Remulla from now on.

President Ferdinand Marcos Jr. on Monday evening assured those affected by the torrential rains and flooding that assistance is on the way.

Metro Manila remains under red warning on late Monday evening, which means “serious” flooding is expected in some areas, said Pagasa.

Senate President Francis Escudero ordered the partial suspension of work at the Senate on July 22 due to heavy, intense rains.

The national government will seek help from the US Armed Forces in rescue operations following heavy downpour in Luzon and Visayas.

The Marikina River was placed under third alarm on Monday evening amid continuous heavy rainfall brought by habagat.

Several parts of  the North Luzon Expressway (NLEx) are not passable to all types of vehicles by Monday evening due to flooding.
