Registration for online voters resumes on Dec. 1, says Comelec

MANILA, Philippines — The Commission on Elections (Comelec) on Friday said the registration for overseas voters for the 2028 presidential elections will be opened on Dec. 1, 2025 to Sept. 30, 2027.
According to the Comelec in a statement, all Filipino citizens who are abroad during the 30-day voting period, at least 18 years of age on the day of the elections and are not disqualified by law to vote, may register as overseas voters.
Comelec said the registrations will open applications for the following:

Voters’ Registration
-
Transfer of Registration Records
-
Reactivation
-
Change of Name/Correction of Entries
-
Change of Address
-
Inclusion/Reinstatement
-
Certification
Registrants may file their applications at any Philippine post abroad — embassy, consulate, Manila Economic and Cultural Office — designated registration centers, Comelec offices, or designated local field registration centers.
Meanwhile, those submitting their applications for transfer from Philippine Post to local may do so at the Office of the Election Officer.
Below are the requirements for registration:

Valid Philippine passport or

In the absence of a valid passport, a Certification of the Post.

For dual citizens: Original or Certified True Copy of the Order of Approval of Filipino citizenship or Identification Certificate.

For seafarers: Seafarer’s Identification Record Book (Seafarer’s Book).

For Application for Transfer from Post to Local, any valid government-issued ID or identification document.
