Comelec main office temporarily stops issuing voter certification

MANILA, Philippines — The Commission on Elections (Comelec) has announced the temporary suspension of the issuance of voter certification starting Wednesday at the Comelec main office in Intramuros, Manila due to maintenance of a server of one of the poll body’s departments.
“The issuance of Voter Certification at the COMELEC-National Central File Division (NCFD), FEMII Building, Extension Cabildo Street cor. A. Soriano Avenue, Intramuros, Manila is TEMPORARILY SUSPENDED, effective 3 December 2025 (Wednesday), until further notice, due to maintenance of the Data Center AFIS [Automated Fingerprint Identification System] Server at the Information Technology Department of this Commission,” Comelec wrote in a Facebook post on Wednesday.

With this, the Comelec advised the public to obtain voter certification in the office of the election (OEO) officer within their municipality or city where they registered as a voter.

Meanwhile, the voters’ registration of the Comelec ahead of the Barangay and Sangguniang Kabataan Elections in 2026 will run from October 20, 2025 to May 18, 2026. The registration drive will be held from Mondays to Saturdays, including holidays, from 8 a.m. to 5 p.m.

The Comelec will accept new registrations, reactivation, and even transfer of registrations nationwide. Interested applicants may bring one of the following IDs:
- PhilSys National ID
- postal ID card
- persons with disabilities ID card
- student’s ID card or library card
- senior citizens’ ID card
- driver’s license/student permit
- NBI Clearance
- Philippine passport
- SSS, GSIS, PRC, IBP, UMID ID card
- NCIP certification of confirmation
- other valid government-issued IDs
