“All those that we repatriated from abroad, it is the school who paid the repatriation,” ayon kay De Vera.

Kailangan lang na may isang miyembro ng pamilya ang “senior citizen, persons with disability, buntis o nagpapasusong ina, solo parents, overseas Filipinos in distress, indigent indigenous peoples, and homeless citizens, informal economy workers directly hired or occasional, subcontracted workers, homeworkers (family enterprises involved in craftsmaking, native delicacy production, home-based food processing), househelpers, drivers of pedicab, tricycle, PUJs, UVs, PUBs, taxi, transport network vehicle service and transport network companies, micro-entrepreneurs and producers, operators of sari-sari stores, family enterprise, subminimum wage earners, farmers, fisherfolk, and farm workers, employees affected by “no work, no pay” policy and not covered by the DOLE’s adjustment measure program and stranded workers. Among those covered by the social amelioration program (SAP) are families that belong to either the poor or informal sector at risk of not earning a living during the enhanced community quarantine, according to the joint memorandum circular outlining the emergency assistance program. Families who receive remittances from OFWs or relatives working abroad are not in the list of target beneficiaries of the emergency subsidy to 18 million low-income families provided for in Republic Act 11469 or the Bayanihan to Heal as One Act . The list and definition of beneficiaries as well as the documentary requirements can be read in Joint Memorandum Circular No. 1; Special Guidelines on the Provision of Social Amelioration Measures by Department of Social Welfare and Development, Departmentof Labor and Employment, Department of Trade and Industry and other implementing agencies at https://www.officialgazette.gov.ph/2020/03/28/joint-memorandum-circular-no-1-s-2020/.

Families of tricycle drivers are entitled to the cash assistance under the social amelioration program. You are required to fill out the social amelioration card (SAC) distributed by barangay officials or the local government in your area. The SAC is a form that will serve as a guide and record in the distribution of assistance. Documentary requirements for tricycle drivers include TODA ID or certification of membership from the organization/ association; or certificate of public convenience (CPC); or certification from the barangay/ municipality. Please note that the assistance is per family.
Answer: (April 12, 2020)
Yes, you and your parents may avail of the social amelioration program (SAP). All low-income families at risk of not earning a living during the enhanced community quarantine are entitled to the SAP. These families should have at least one member who is a senior citizen, persons with disability, pregnant and lactating women, solo parents, overseas Filipinos in distress, indigent indigenous peoples, and homeless citizens, informal economy workers directly hired or occasional, subcontracted workers, homeworkers (family enterprise involved in craftsmaking, native delicacy production, home-based food processing), househelpers, drivers of pedicab, tricycle, PUJs, UVs, PUBs, taxi, transport network vehicle service and transport network companies, micro-entrepreneurs and producers, operators of sari-sari stores, family enterprise, subminimum wage earners, farmers, fisherfolk, and farm workers, employees affected by “no work, no pay” policy and not covered by the Dole’s adjustment measure program and stranded workers. Your father is entitled to the cash aid because he is a tricycle driver. You may also avail of the SAP since you are a solo parent and if you are still a lactating mother. You and your parents will be given a free social amelioration card, or SAC, by the local government to identify the family’s profile and for the LGU to determine which family will be prioritized. You may check https://www.officialgazette.gov.ph/downloads/2020/03mar/20200328-JOINT-MEMORANDUM-CIRCULAR-NO-1-S-2020.pdf for documentary requirements.

Opo.

While the elderly are among the target beneficiaries of the social amelioration program, not all can be beneficiaries. The first criteria is ‘low income.’ IATF spokesperson and Cabinet Secretary Karlo Nograles stressed that only indigent senior citizens or those from low-income families will be granted the subsidy. Such that pensioners are not included in low-income families. If the senior’s primary source of income was through the use of his tricycle, he may appeal for inclusion in the list of beneficiaries. On the other hand, since the distribution of the benefit is by family, the PUV drivers maried to government employees are not qualified as their family still has a source of income.

There is no particular form to be filled up outside the company. Based on the Department of Labor and Employment’s Labor advisory no. 11 issued last March 11, 2020, “the leaves of absence during the community quarantine period shall be charged against the workers’ existing leave credits, if any.” This was prior to Labor advisory no. 9 which called for the implementation of a flexible work arrangements during the lockdown, which included asking employees to take forced leaves for several days or weeks. The employer and employees are responsible for the administration of the flexible work arrangement, including differences of interpretation.

Yes, your daughter as PWD may be entitled to the social amelioration program. If you are jobless or from low-income family, you yourself can be a beneficiary. According to the Department of Interior and Local Government, nonresidents who were stranded can be listed as beneficiaries. Among those covered by the cash aid are persons with disabilities, seniors, pregnant women, solo parents, indigenous people, informal sector workers, among others. A PWD ID or a certificate of separation from or suspension of work is required to avail of the cash aid for PWDs. Barangays are tasked to facilitate the issuance of barangay clearance, free of charge, for PWDs and other target beneficiaries. You may get in touch with the barangay where you are staying to ask for your daughter’s inclusion or your inclusion.

Those eligible for the Pantawid Pamilyang Pilipino Program (4Ps) are households whose economic condition is equal or below the poverty threshold of the province where they live, and those that have children 18 years old and below and/or have a pregnant family member at the time of assessment. They should agree to meet conditions specified in the program, such as attendance in family development sessions and an 85 percent monthly attendance rate of the children-beneficiary. The Department of Social Welfare and Development (DSWD) said that 4Ps beneficiaries would continue to receive grants and rice subsidy through their cash cards.
The Department of Trade and Industry, meanwhile, will set up a P1-billion loan program called P3-ERF (enterprise rehabilitation financing) that will be made available to micro and small companies when the quarantine is lifted. The ERF loan fund is open to micro and small enterprises with at least one-year continuous operation prior to March 2020, and whose businesses suffered drastic reduction in sales during the COVID-19 outbreak. .Microenterprises with asset size of not more than P3 million may borrow P10,000 up to P200,000. Small enterprises with asset size of not more than P10 million may borrow a higher loan amount but should not exceed P500,000. Interest rate is 0.5 percent per month. SB Corp., an agency under DTI, will be releasing the requirements and guidelines soon. Applications will be accepted after the enhanced community quarantine is lifted.
