Kabayan party-list first to file CONA for 2025 polls

MANILA, Philippines — The Kabayan party-list once represented by former presidential spokesperson Harry Roque was the first to file a certificate of nomination and acceptance (CONA) at the Commission on Elections (Comelec) on Tuesday, the first day of filing.

Kabayan party-list Rep. Ron Salo filed the party’s CONA at the Manila Hotel tent, the venue for the filing of the certificate of candidacy and CONA for the 2025 elections.

“Ever since we joined the party list, we always endeavor to file first,” he said.

Salo founded Kabayan, or the Kabalikat ng Mamamayan (Citizen’s Shoulder), in 2009.

Roque was Kabayan’s representative in 2016.

Roque is allegedly linked to Lucky South 99, the raided Philippine offshore gaming operator (Pogo) hub in Porac, Pampanga after documents with his signature were found by operatives. He has repeatedly denied having any links with the Pogo hub.

On Aug. 22, Salo filed a motion to cite Roque, his former party mate and college law professor, for contempt for lying about his absence in a House hearing.

On Tuesday, Salo renewed his call for Roque to heed the House contempt order.

“Hindi naman po ito conviction. Ang hinihingi lang po ng Kongreso ay ang pagpapaliwanag lalo na po sa kanyang mga dokumentong inumit,” he said.

(This is not a conviction. All Congress is asking is an explanation, especially the documents he omitted.)
