Abby Binay wants to bridge gap between nat’l laws and LGUs’ position

MANILA, Philippines — Makati City Mayor and senatorial candidate Abby Binay has committed to bridge the gap between national laws and perspectives of local government units (LGUs) if she gets elected to the Senate.
During her visit to Santo Tomas, Batangas, Binay said the main reason why she is runningfor senator is because of her frustration that national legislations are implemented without proper consultation with LGUs.

“Kapag Mayor ka, nakikita mo yung mga batas na ipinapasa nila na nakaka-frustrate dahil hindi kinukonsulta yung mga local government…Hindi nila naiintindihan kung saan tayo nanggagaling,” Binay said, as quoted in a statement on Wednesday.
(If you are a mayor, you will be frustrated because you there was no consultation with local governments when they passed some laws. They don’t understand where we are coming from.)
Binay said that having the perspective of a mayor will give her an advantage in enforcing laws and policies that are aligned to situations of LGUs.
She cited the Solo Parent Act as an example of a law imposing the burden on LGUs to fund monthly allowance for solo parents.
“May mga munisipyo at mga lungsod na hindi kaya yung pagbibigay ng allowance para sa solo parents…hindi parehas. Hindi po masyadong pinag-isipan,” Binay added.
(There are municipalities and cities that can’t provide the allowance for solo parents… it’s not fair. It’s not properly thought of.)
If elected, she said that she will make necessary amendments to the Local Government Code “to promote the genuine empowerment of local government units in the country” including regular salaries and benefits for barangay officials such as GSIS [Government Insurance System] and Pag-IBIG coverages.
She also reiterated her call for free maintenance medicines for senior citizens, tax exemption of overtime and bonuses for workers, and enhanced quality education with focus on preschool level.
The senatorial candidate also visited several cities in Laguna on Wednesday.
