Security guards proposed as AFP reservists to strengthen nat'l defense

MANILA, Philippines – The Laang Kawal Party-list champions the integration of over one million security guards into the Armed Forces of the Philippines (AFP) Reserve Force to help strengthen national defense efforts.

In a recent meeting of Laang Kawal’s 1st Nominee, Lt. Col. Roberto “Bob” Almario PA (Res), and 3rd Nominee, Lt. Col. Jan Chavez-Arceo PA (Res), with Philippine National Police (PNP) Civil Security Group Director MGen. Leo Francisco, Almario and Arceo were introduced to key members of a  PNP CSG Technical Working Group formed to review the necessary steps for an automatic and smoother inclusion of security guards.

“Security guards already have the training, equipment, and discipline to contribute meaningfully to national defense,” said MGen. Francisco.

He cited the 1987 Consitutional provision requiring all able-bodied Filipino citizens to undergo military training and become reservists.

“This is part of their duty to defend the state and their inclusion into the Reserve Force will enhance our preparedness and resilience as a nation.”

Almario welcomes this proposal and explained that Republic Act 7077 or the Citizen Armed Forces of the Philippines Reservist Act, in fact mandates reservists to render both civil and military auxiliary services.

“Reservists can be mobilized not only in times of war or emergency, but also in civil roles like disaster response, peacekeeping, development work, and health services,” he said.

Security guards already play a vital role in safeguarding homes, businesses, institutions, and private leisure parks or entertainment areas.

The proposal of the PNP’s Civil Security Group would allow them to formally support national defense efforts while continuing their civilian responsibilities. 

In light of observed threats to our national security, the initiative seeks to expand the AFP Reserve Force and contribute to the government’s threat deterrence strategy to strengthen national security.
