MANILA, Philippines — Former Civil Service Commissioner Karlo Nograles cast his vote at T. Palma Gil Elementary School in Davao City at past 9 a.m. on Monday, May 12, 2025.

Nograles, who is running against former president Rodrigo Duterte for mayor of Davao City, previously served as the city’s first district representative. Nograles is the son of the late House Speaker Prospero Nograles.
Duterte is detained at the Hague while on trial before the International Criminal Court (ICC) for crimes against humanity in connection with his war against illegal drugs.

Based on reports, the war on drugs left at least 6,000 people dead; however, human rights groups reported that the number may have reached 20,000.
According to earlier reports, the Commission on Elections said Duterte may still be proclaimed as mayor unless convicted of crimes against humanity. The ICC has scheduled the confirmation of charges hearing for Duterte on September 23, 2025. /das
