The first criteria is ‘low income.’ IATF spokesperson and Cabinet Secretary Karlo Nograles stressed that only indigent senior citizens or those from low-income families will be granted the subsidy. Based on the Department of Labor and Employment’s Labor advisory no. 11 issued last March 11, 2020, “the leaves of absence during the community quarantine period shall be charged against the workers’ existing leave credits, if any.” This was prior to Labor advisory no. 9 which called for the implementation of a flexible work arrangements during the lockdown, which included asking employees to take forced leaves for several days or weeks. The employer and employees are responsible for the administration of the flexible work arrangement, including differences of interpretation.

They should agree to meet conditions specified in the program, such as attendance in family development sessions and an 85 percent monthly attendance rate of the children-beneficiary. The Department of Social Welfare and Development (DSWD) said that 4Ps beneficiaries would continue to receive grants and rice subsidy through their cash cards.
The Department of Trade and Industry, meanwhile, will set up a P1-billion loan program called P3-ERF (enterprise rehabilitation financing) that will be made available to micro and small companies when the quarantine is lifted. The ERF loan fund is open to micro and small enterprises with at least one-year continuous operation prior to March 2020, and whose businesses suffered drastic reduction in sales during the COVID-19 outbreak. .Microenterprises with asset size of not more than P3 million may borrow P10,000 up to P200,000. Small enterprises with asset size of not more than P10 million may borrow a higher loan amount but should not exceed P500,000. Interest rate is 0.5 percent per month. SB Corp., an agency under DTI, will be releasing the requirements and guidelines soon. Applications will be accepted after the enhanced community quarantine is lifted.

Some government offices continue to operate on skeletal workforce arrangements in compliance with the enhanced community quarantine rules that the national government has implemented to contain the pandemic.
The Bureau of Internal Revenue (BIR) extended the deadlines for the filing of several taxes, including income tax returns and value-added tax refunds to provide relief to Filipino taxpayers who will not be able to prepare, let alone file, the necessary documents on or before the original annual deadline. The BIR also urged taxpayers to pay online or submit tentative returns if unable to get out of their homes to transact in a BIR office.
Taxpayers enrolled in the Electronic Filing and Payment System (EFPS) may settle their tax liabilities with the respective Authorized Agent Banks (AABs) where they are enrolled, while the following payment options are available for those who shall file their AITR through the EBIRForm Facility:
