 Comelec: VIS signature won't be used for impeachment

MANILA, Philippines — The signature required from a voter upon receipt of their voter information sheets (VIS) will not be used for people’s initiative or impeachment of an official.

Commission on Elections (Comelec) Chairman George Erwin Garcia made the clarification Friday amid the spread of fake news that resulted in the refusal of some individuals to sign their VIS.

“The VIS, once given to you, our personnel will require you to sign something. They will not use it for whatever reason. Some are saying it’s for something called people’s initiative or impeachment. There is no such thing,” Garcia said, addressing voters in an ambush interview at Palacio del Gobernador.

Garcia said the signature is needed by Comelec employees as evidence that the VIS was received by the intended recipient.

“They need that so they [Comelec employees] could get paid, because their payment is based on the number of VIS that he or she has distributed,” he said.

All 68 million registered voters will receive the VIS, which is a four-page guide containing the voter’s name, the number and location of their polling precincts, instructions on how to vote, and other reminders.

The VIS sheet contains the names of the national and local candidates.

Comelec personnel will personally distribute the VIS to a voter’s stated residence.

“Please accept it because your Comelec paid for it. It would really be a big help for you,” Garcia said.
