  • Evasco, who grew up in Bohol province, had been a priest in Catigbian, Bohol, when a soldiers' raid on his convent pushed him to join the underground Communist Party of the Philippines and its armed wing, the New People's Army. In 1983, he was supposed to marry a member of the partisan unit when they were captured by soldiers in Midsayap, Cotabato province. Evasco was put in jail together with 15 others.
  • Following the Edsa People Power Revolution, Evasco was among the political prisoners freed by the administration of President Cory Aquino. He had been working as the secretary general of Samahan ng Ex-Detainees Laban sa Detensyon at Aresto when Duterte was appointed acting vice mayor at the start of the Aquino administration.
